Sutton Conservation Commission
Meeting Minutes
September 13, 2006 @ 7:00 p.m.
Present:
Betsy Forsham, Tim Davis, Jean LaChance, Charlie Whittemore, George Wells, Leslie Ward, Don Davis and Gerry Putnam. Bill Curless and Rick Goddard were absent.
Chair Betsy Forsham called the meeting to order at 7:10 pm.
Review of August 9, 2006 Minutes:
A motion was made by Jean to accept the minutes of August 9, 2006 as amended. Charlie seconded the motion. It was unanimously approved.
A motion was made by Tim to accept the minutes of the August 16, 2006 site walk. Leslie seconded the motion. It was unanimously approved.
Financial:
Betsy reported that as of the end of August the Town account was $1,568.37, which is 54.46% of the budgeted figure.
Betsy reported that $52,847.67 had been received in change in use taxes, giving the estimated figures of $187,553 for the Conservation Fund and $14,112.80 for the KHR Fund.
Correspondence:
Betsy received a response to her letter to Mrs. Rucci via a phone call, and permission was given by Mrs. Rucci for access to mow at the KHR.
Tim reported he received a response from Wayne Wheeler regarding clearing brush at Russell Pond. Tim said Wayne would not clear brush without pay although he would be happy to spread fertilizer. There was discussion. It was decided the Board would deal with the cutting back of the brush. Tim will notify the Board of a good time to cut.
Betsy reported on the August 21st Selectmen’s meeting she attended with Tim. The purpose was to discuss the Class VI Road Ordinance. She said the Selectmen voted to accept the ordinance for deliberation at a public hearing. The Public Hearing will be on Monday, October 2, 2006, at 5:30 p.m. Betsy added that the hearing will be noticed in a local paper and posted at both post offices.
Betsy handed out miscellaneous correspondence.
Review of Wetlands Applications and Permits:
Betsy reported DES has sent an Administrative Order, File # WD06-038, dated August 17, 2006, to Begin Homes, LCC on Rte. 114. George asked if the Board follows up on this. Betsy said she would call DES eventually if it appears that nothing is being done. Begin has until September 15th to submit a remediation plan.

Betsy reported Northern Pride Homes, LLC on Hominy Pot Road, File # 2006-01718, received approval on August 9, 2006.
Betsy reported David and Virginia Normandy on Cottage Lane, T/L # 1-922,155, File # 2006-01755, received approval on August 11,2006.
Betsy reported she received a Notice of Administrative Completeness for DOT for Thistle Brook and Rte.114, DOT project # M214-11, File # 2006-02178.
Betsy reported Scott and Beth Palmer on Rte.114 have received a Restoration Plan Approval for land on Rte. 114,, T/L # 04-126,518, File # 2004-00554.
Betsy reported she and Leslie met with Douglas King of DOT to review a Minimum Impact expediated Wetlands Application for Rte. 114, by the Town Wetlands, where the road has been flooded the past year or so. Betsy signed the application. She added that the road will be raised 12-18 inches and two, 24 inch culverts will be added. The work should be done in October.
Review of Intents to Cut:
Ronald Labadini on Shaker Street, T/L #09-687,000. The logger is Lost Cloud. Betsy received a Complete Forestry Notification, File # 2006-02129, dated August 23,2006, for wetlands crossings.
There was discussion regarding the numerous driveways developing on Rte.114 towards New London.
Freeman & Patrici Boynton, Rte. 114, T/L # 09-867,282. The logger is Warren Wesoja. There were no issues discussed.
Barbara & Roscoe Bartlett, Eaton Grange, T/L #01-272,498. The logger is Nicholas Brunet. There were no issues discussed.
Michael David Warren, Roby Road, T/L #01-860,144. The logger is Mike Carter of MBC Timber Inc. Betsy expressed a concern that this land boarders the Lane River. Charlie and Betsy will view the site. Betsy added she spoke to Mike Carter on August 13th and he stated he is applying for a Complete Forestry Notification for wetlands crossings.
Old Business:
Planning Board updates:
1 – Leslie reported the Benedict and Delafield subdivisions were approved. The request by Jamie Gould to change driveway locations on two lots on Mountainside Road was also approved.
2 –Jean reported the Streams Ministries hearing was continued to the next Planning Board meeting.
3 –Gerry reported the Meadow View Farms subdivision hearing to review of three of the original conditions resulted in approvals, with amendments.
New Business:
There was no new business.
SCC Properties and Greenway Reports:
Tim reported he had spoken with Allen Turcotte, of Crown Castle International, regarding the reparations to the cell tower access road on KHR. Tim said the plans look good.

Betsy reported the KHR has been mowed and that it was done over two days, the 8th and 9th of September. She added almost all of the north side was done, except for the King’s Runs, most of the trails comprising the former Double Chair area and the Jabberwocky and part of Brillig’s Run on King Hill. Penacook Path and the cleared area along part of it were not done. The cost will be $1,800-1,900 with $900 to be paid by Fish and Game. Betsy asked the Board for direction on the remaining balance. A motion was made by Jean to pay the balance due from the regular Conservation Fund. Charlie seconded it. Unanimously approved.
Don said he is waiting to hear from Matt Ordway.
Betsy corrected the date for a site walk with Charlie Ash. It had originally been reported for October 1st, but will actually be on October 15th at 9 a.m.
Don reported on his investigations into grants. He said the Trust for Public Lands buys land and holds it while the public raises the necessary funds. He also reported several Federal Agencies have money but that the Town needs to be registered for access to these funds. Elly and Don will be working on the registration. Don also mentioned there were Moose Plate Grants through the Division of Historical Resources, which could help with improvements such as the repairing of old stone walls. Don will be looking into more details of the grants.
There was discussion regarding proposed work on the warming hut on KHR by members of the snowmobile club. Betsy will talk to Tom Paul.
Leslie gave an update on the signs for SCC properties. She said Dan talked to Gordon Manning about cutting some pine, which should start in October.
Other Business:
Betsy reported she walked George Wells’ land with Leslie and Tim, and George on part of it. She stated the land is lovely, Dodge Hill Road is a beautiful road, and there were a lot of stonewalls and some existing monuments from a survey on abutting property. Betsy will proceed with getting estimates for a survey. It was decided by the Board that the land was worthy of protection for many reasons including wildlife habitat, the historical significance and the sheer beauty.
Tim asked about the status of the Links to the Minks meetings. Betsy said Warner was busy defining their areas of protection and that conversations with the Sutton SCC would more practically begin next spring.
9:55 p.m. A motion was made by George to adjourn the meeting. Jean seconded it. It was unanimously approved.
