Meeting Minutes
December 13, 2006 @ 6:30 p.m.
Present:
Betsy Forsham, Tim Davis, Jean LaChance, Leslie Ward, Rick Goddard and Charlie Whittemore. Bill Curless, Don Davis, Gerry Putnam and George Wells were absent.
6:30 p.m. - Chair Betsy Forsham called the Public Hearing to order and read the announcement:
In accordance wit the provisions of RSA:36-A:5 and RSA:675:7, the Sutton Conservation
Commission will hold a Public Hearing at Pillsbury Memorial Town Hall, Main Street, Sutton Mills, on Wednesday, December 13, at 6:30 p.m. concerning the expenditure of $15,000 from the Conservation fund for expenses related to the acquisition of conservation easements on three parcels of land, totaling 96 acres, belonging to the Wells Family Trust, located on Dodge Hill Road.
The parcels of land include T/L #’s 04-437,367; 04-437,265 and 04-323,231. Residents Naia
Conrad and Jodi Wells were the only public participants. The Board explained the easements and the associated costs. Naia asked if the procedure being used was the normal action. Betsy answered this is the first easement the Town has accepted. She said the associated costs are for surveying the land to establish the boundaries, as well as for deed work and recording fees.
With no further questions the Chair closed the meeting at 6:50 p.m.
Chair Betsy Forsham called the regular meeting to order at 7:00 p.m.
Leslie Ward was appointed to sit for Don Davis.
Rick Goddard was appointed to sit for George Wells.
Betsy announced the 7:30 appointment with Harry Seidel and Doug Sweet had been canceled at
the request of Doug Sweet.
Review of November 8, 2006 Minutes:
A motion was made by Leslie to accept the minutes of November 8, 2006. Jean seconded the motion. It was unanimously approved.
Financial:
Betsy reported that as of November 30, the Town account had a balance of $761.51 and the expenditures for the month were for secretarial services and 2007 dues.
Leslie said there was still $87.23 due for the signs. Taking into account this bill and Tim’s new one, the balance will be $521.11

Betsy reported as of November 30 a balance of $187,976.52 for the Conservation Fund and $10,946.10 for the KHR Fund, for a total of $198,922.62 for the Conservation Fund account.
The Board expressed many thanks to the members who helped with the making of the signs, Dan Sundquist for construction, Tim for digging the post-holes and Charlie for the upcoming painting. Charlie will check with Gene Aubert about leftover paint that can be used.
Betsy reported on the meeting with the budget committee on Monday, December 11th. Leslie was
also at the meeting. Betsy stated there were no big issues and that the discussion revolved around the Class VI Road Ordinance. She added the 22nd and 29th of January would be deliberative sessions, somewhere in the first two weeks of February 2007 there will be a Public Hearing, voting would take place March 13th and Town meeting will be held on March 14th.
Correspondence:
Betsy reported on a letter from Don Davis to Cory Cochran, of the Sutton Ridgerunners, dated November 15, concerning the warming hut on the KHR.
Betsy read a letter from DRED, dated November 17, regarding grants from the federal Land and Water Conservation Fund program for the development of facilities, or acquisition of land, for public outdoor recreation. Tim will explore this further.
Betsy read a letter from ASLPT, dated November 14, regarding the addition of a new gallery in New London in January, 2007. The gallery will be showing paintings of land in conservation from the surrounding area. The KHR was chosen to be included and Richard Whitney will be the artist.
Betsy reported on the Planning Board meeting that was held Tuesday November 28th. She said there is a continuation of the public hearing for Feins until December 26 and there is a major subdivision request from Jim Ward on Baker Hill Road involving 75 acres.
Betsy reported on a copy of a letter received from Thomas Gilbert of DES, dated December 4th, to Kenneth Brown, in which Gilbert responded to a request for a waiver for building setbacks on Loch Lyndon Reservoir. She also reported the response by Ken Brown, dated December 8th.
Review of Wetlands Applications and Permits:
Betsy read a letter from Begin Homes to DES, dated November 20, 2006, regarding the Site Restoration Plan for DES, file #2006-01034, on RT. 114. The required vegetation/tree plantings will be deferred to May of 2007, due to the lateness of the season.
Review of Intents to Cut & Logging Issues:
Betsy reported on an intent to cut from Elfriede Rayno on Gile Pond Road, T/L 07-804,025. The logger is Christopher Caron and the cut is for 1 of 2.7 acres..
Old Business:
Betsy reported on the progress of the Wells easement. She stated she walked the parcels with the surveyor, Garrett Evans, to point out general locations of the three lots. Betsy received an Hourly Fee Agreement from the attorney Thomas Masland, of Ransmeier & Spellman, which she signed. She added Jared Nylund will be doing the bulk of the work.

Betsy reported Elly Phillips, the Administative Assistant, had received a phone call from Tom Whidden, for his father Dick Whidden, regarding an offer to gift a parcel of land to the Town. The parcel is on
Meetinghouse Hill Road, T/L # 04-212,417. The Board discussed the offer and decided the land is useless and there was no interest. It was added The Town may end up with the land anyhow for owed back taxes. Betsy will get back to Elly.
SCC Properties and Greenway Reports:
Tim reported he had purchased new combination locks for the gates on KHR and added they will be installed in the spring after snowmobile season. The combinations will be given to the Town police and fire department, the snowmobile club and the mower, Peter Stanley.
Other Business:
Charlie reported on information regarding an old CCC fire pond off the emergency exit for the new Middle School, on Rt. 114. He stated he called the Sutton School Board representative, Emilio Cancio-Bello requesting an effort to save it. Charlie suggested making an offer that the cleaning out of the pond be an Eagle Scout project.
Charlie reported on a large tree that had fallen on the Russell Pond property. The tree has been cut up and removed.
Jean announced the Greenway annual meeting on March 4th at the Lady of Fatima Church in New London.
Betsy announced there would be a Planning Board meeting on January 9, 2007 with a Public Hearing for the Proposed Watershed Overlay District & Regulatory Zone.
Charlie reported he visited the public opening for the construction of the new Middle School and stated the site was beautiful.
8:15 p.m. A motion was made by Jean to adjourn the meeting. Charlie seconded the motion. It was unanimously approved.
