   Meeting Minutes
     September 12, 2007 @ 7:00 p.m.


Present: Betsy Forsham, Tim Davis, Don Davis, Gerry Putnam,, Garrett Evans, Jean LaChance and Leslie Ward. Rick Goddard, Bill Curless  and George Wells were absent.

Secretary Jen Sswett was also absent, so Betsy agreed to take the minutes.

Chair Betsy Forsham called the meeting to order at 7:00 p.m.

Garrett was appointed to sit in for Bill.

Review of August 8, 2007 Minutes:
A motion was made by Leslie to accept the minutes of August 8, 2007. Jean seconded the motion. It was unanimously approved.

Financial:
Betsy reported the Town account balance was $2,297.50 as of the end of the month, which is 65.79% of the budget.  Expenditures for the month were for secretary’s salary and  miscellaneous expenses.

The Conservation Fund Account total, as of the end of the month, was $208,100.38, with
$11,295.02 in the KHR Fund and $196,805.36 in the Conservation Fund.  It was noted
that on 8/27, $5,000 was deposited to the Conservation Fund from a land use change tax.

Correspondence:
Betsy read the email response from the Town’s attorney regarding Capital Reserve Fund questions posed at our last meeting.
Notice of the ASLPT Land Summit - Sat., Oct. 27 @ KRHS . Application forms were handed out to members and everyone was encouraged to attend.
Memo from AA Elly Phillips asking that 2008 Budget Requests be received by her office by Nov. 2, 2007.
Betsy gave Don the application for SCA NH Conservation Corps interns for 2008 which was  recently received.
Other miscellaneous materials were distributed for review.

Review of Wetlands Applications and Permits:
- Notice of Invalid PBN received from DES, 8/7/07, regarding the Blaisdell Lake Protective Association’s Permit by Notification Application for T/L #2-704,486
- Notice of dam permit requirements , dated 8/8/07, received from the DES Dam Bureau for “non-menace” structure on T/L #1-526,115, Birch Hill Rd., M. & D. Tarnowski .
- Notification of Routine Roadway Maintenance Activities, NH DOT, Rt. 114 & Wadleigh Hill Rd., dated 8/19/07
- Notice of Administrative Completeness and Request for More Information, Beaver Pond Realty Trust, (DeFelice), T/L#3-160,359, Beaver Pond Rd., dated 8/7/07 & 9/4/07




Review of Intents to Cut & Logging Issues:
Meadow View Farms, T/L # 8-217,478, Kings Hill Rd., 15 of 132 acres to be cut.  Mike Carter of MBC Timber Inc. is the logger.

Garrett indicated that he had spoken with the Rogers about not having yet received a notification of wetland crossings approval from the state for their cut on Birch Hill Rd..  Betsy said she had spoken to the logger about it as well.

Old Business:
Betsy gave an update on the Lefferts/Enroth easement. The final easement deed was signed by Betsy and the Selectmen on 9/10/07.  The ASLPT will sign, and it should be recorded soon.

Regarding the Wells, easement, the members indicated that payment to our lawyer for the deed work should come from the Conservation Fund, even if it means conducting another public hearing for further expenditure of funds.

The members got updated on the progress of a possible new land acquisition.

New Business:
Betsy noted she had received a call from Jim Ward  regarding a proposed subdivision off Baker Hill Rd.  He would like the SCC to review his ideas for the project, but has yet to send us anything.

Don spoke of the Lewin Forest 1,025 acre parcel  for sale on Kearsarge.  Everyone agreed that a joint effort should be conducted to protect the parcel, with participation by the SPNHF, the ASLPT and the con coms from Sutton and Warner.

SCC Properties and Greenway Reports:
Betsy received a call from the Charlie Moore whose company is working on the KHR access road.  He said the project had been modified (downsized).  They will be using materials which have washed off the road to do the repairs and will clean out ditches and culverts.  He said he would be starting the week of August 27.

On 9/5, Betsy received a call from Leighton White who had previously done the work on the access road.  He wanted to be sure that we knew he was no longer involved.  He also noted that he has been asked by PSNH to clear under the power lines.

Betsy noted that Gerry Gagon had mowed the Sundell Natural Area and had been paid.  He is willing to mow the Enroth Gift property for the same amount, if the SCC so wishes.  The SCC enthusiastically approved this offer, for an amount around $25.00.  Gerry
asked for a reminder next year, a week or so before Farm Days, if we want him to mow Sundell’s again.
        
Any Other Business:
Details of tomorrow night’s pubic education program were reviewed.  Town Hall will be open at 6:15 pm for setting up.
        

8:50 p.m.  A motion was made by Leslie to adjourn the meeting.  Tim seconded the motion. It was unanimously approved.
