Meeting Minutes
December 12, 2007 @ 7:00 p.m.
Present: Betsy Forsham, Don Davis, Garrett Evans, Leslie Ward, Tim Davis and Jean LaChance. Bill Curless, Rick Goddard, George Wells and Gerry Putnam were absent.
Chair Betsy Forsham called the regular meeting to order at 7:00 p.m.
Garrett was appointed to sit in for Gerry.
Review Previous Minutes:
A motion was made by Leslie to accept the minutes of November 14, 2007, as written. Jean seconded the motion. It was unanimously approved.
A motion was made by Jean to accept the non-public minutes of November 14, 2007, as amended. Tim seconded the motion. It was unanimously approved.
Financial:
Betsy stated she had not received any figures from the town so she had extrapolated from last month. She reported the Town account balance was $564.
The Conservation Fund Account total, as of the end of the month, was $222,683.19 plus interest,
with approximately $11,000 in the KHR Fund and the balance in the Conservation Fund. The $720
from WHIP was received as well as $10,000 from a change in use tax. There was $600 paid to Matt
Ordway for work at the KHR and $97.48 for the Well’s Deed.
Betsy reported on the meeting with the budget committee on November 26th. She stated they were receptive to the SCC’s proposed budget.
Correspondence:
A proposal for Phase 1 ESA from Nobis Engineering was entered into on November 20th, for $3,500 for the Crowell land. Betsy filled out the questionaire for Nobis Engineering.
Betsy announced she had just received a letter from Silvio O. Conte regarding a comprehensive Conservation Plan from the US Fish and Wildlife. Betsy will keep the letter to read and then inform the Board.
Other miscellaneous correspondence.
Review of Wetlands Applications and Permits:
An Attached Permit by Notification Plan from Meridian Land Services, Inc. to NHDES, dated November 16 re: file # 2006-0886, Begin Homes LLC, Brown Road, Sutton.
A letter from NHDES to Begin Homes, LLC, dated November 29th, Wetlands Bureau file # 2006-00886, Brown Rd., Sutton T/L # 4/578,390 stating the Permit by Notification process does not allow for amendments of completed notifications. DES stated they needed to apply for a new application for the revisions.
Notice of Administrative Completeness Standard Dredge and Fill from DES to Jessica Blaney, Route 103, Sutton, T/M # 1/406,086, wetlands file # 2007-02420
Review of Intents to Cut & Logging Issues:
Tom Brown, Dodge Hill Rd., T/L # 4/311,398 for 4 of 83.5 acres. Tom is also the logger. Betsy stated Tom cuts every year and there are no wetlands issues.
Old Business:
Betsy updated the Board on the Wells Easement stating the deed was recorded on November 27th and the Town has a recorded copy. Betsy will bring George his copy. Betsy said the lawyer has not sent the final bill yet, but other than that everything is done. Don offered to make signs but it was noted there usually are not signs for easements.
Tim raised a question about the driveway that encroaches upon the Russell Pond property. It was agreed the issue needs to be revisited and finalized.
New Business:
Betsy reported she received an email from Nancy Lyon stating the NH Canine Search and Rescue would be using the KHR for practice on the 15th from 10-1. Betsy said she thanked Nancy for the notification and said she would pass the information on to the Board. Don brought up a concern for the wildlife in the area stating where they would be with the dogs running around could displace animals, especially deer, just as they were yarding up for the winter. Tim added the use was fine but that in the future it would be good to look at a different time of year. Tim also added the Board needed more time in the notification process, at least 30 days and added usually with a use such as this there are issues such as insurance and porta potties. Tim will call Nancy Lyon to discuss. It was the consensus of the Board that it
was okay as is for this year but that there would need to be the above stated considerations for next year.
Betsy announced the scheduled Public Hearing in accordance with the provisions of RSA:36-A:5 and RSA:675:7, for Tuesday, December 18 at 6:30 p.m., concerning the expenditure of $160,000 from the Conservation Fund for there purchase and expense related to a 76 acre parcel of land known as Tax Lot # 3- 998,313 on Eaton Grange Road, presently owned by Peter O. Crowell. She added she had received a call from Leslie Enroth who was curious and pleased with the proposed Crowell land acquisition.
SCC Properties and Greenway Reports:
Tim mentioned there were a bunch of leftover fence posts and suggested placing some at the pins on KHR, when they find the pins.
Any Other Business:
The Board discussed boundary line agreements pertaining to the Crowell property.
Betsy said a Purchase and Sales Agreement for the Crowell property has been drafted. Jae Whitelaw, the town attorney, is reviewing the document.
8:50 p.m. A motion was made by Tim to adjourn the meeting. Garrett seconded the motion. It was unanimously approved.
