                Meeting Minutes
                March 6, 2008 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Jean LaChance, Tim Davis, and Rick Goddard. Garrett Evans and Leslie Ward arrived late. Bill Curless, Gerry Putnam and George Wells were absent.

Chair Betsy Forsham called the meeting to order at 7:00 p.m.

Betsy appointed Rick to sit for Gerry.

Review Previous Minutes:
A motion was made by Tim to accept the minutes of February 14, 2008, as written. Jean seconded the motion. It was unanimously approved.

Financial:
Betsy reported the Town account balance is unofficial until after Town Meeting and the only expenses for the month were secretarial fees.

The Conservation Fund Account total, as of the end of the month, was $107,066.83 with $96,353.67 in the Conservation Fund and $10,713.16 in the KHR Fund. This includes the debit of $151,000 for the Crowell land and the credit of $32,910 for change in land use taxes.

Correspondence:
Betsy read a letter dated 2/18/08, sent to the Planning Board, and copied to the SCC, concerning a 5-lot subdivision on Birch Hill Road, owned by John Rogers. The letter is from Eric Derleth and Cynthia House and expressed several concerns involving wetlands issues and steep slopes. Garrett filled in the Board on some of the features. It was discussed and agreed to keep in mind for the future. There will be a continuance of the Planning Board Hearing for this subdivision proposal on March 13th.

Betsy mentioned she received a thank you letter from George Smith Jr. of Hartland Vermont for the brochures of the KHR requested for a group hike by ORF, the Outdoor Recreation for Seniors. Included with the thank you letter was a KHR Conservation Fund donation of $30. Mr. Smith has been duly thanked for the donation.

Betsy passed out brochures for the Saving Special Places conference, April 5 at the KRHS.

Betsy mentioned she had sent a letter and copy of the recorded deed to the Stockwells thanking them for their willingness to cooperate on the boundary line agreement for the Crowell land.

Other miscellaneous correspondence.




Review of Wetlands Applications and Permits:
A DES Wetlands and Non-Site Specific Permit, # 2007-02420, was approved for Jessica Blaney on February 19th, T/L # 1-406,086, Route 103, for access to a lot.

A Request for More Information received from DES, dated 2/19/08, File #080108-01, regarding an Application for Alteration of Terrain from Jonathan Feins, T/L #10/688,134, to disturb 1,546,323 sq. ft. for construction of a 32-lot subdivision on Stonehouse and Kings Hill Roads.

A Request for More Information received from DES, dated 2/26/08, File # 2007-02991,regarding a Standard Dredge & Fill Application, Blaisdell Lake Protective Assoc., dated 12/19/07, T/L #2-704,486, Rt. 114 & Blaisdell Lake, for beach restoration.

Review of Intents to Cut & Logging Issues:
There were no Intents to Cut.

Garrett reported there is currently ongoing logging on Roby Road. The intent for this operation was placed this past summer. Garrett has not seen the operation.

Old Business:
Garrett updated the Board on the Hazard Mitigation Committee progress. He stated the HazMat Plan is done and there will be a Public Informational Meeting on March 24th. He added this plan must be approved by FEMA and is then adopted by the Selectmen. Betsy indicated that, as requested, she signed off on the draft document today.

The display for the Town Meeting was discussed. Leslie and Dan will take care of the preparations.

New Business:
Garrett reported he was unable to reach Edna or Nadine of NHDHR and he would let the Board know when he had made contact.

Debbie Stanley & Dan Sundquist will conduct a field trip on protected lands at the Saving Special Places conference on April 5th, involving Musterfield Farm, KHR and the Putnam property.

Tim announced his lot line adjustment plan earmarked for conservation would go before the Zoning Board on March 19th at 7:30. SCC members are welcome to attend

SCC Properties and Greenway Reports:
Tim will look into any time limits on the WHIP grant money for the KHR.

Betsy mentioned there is a need to look at some of the other SCC properties including Russell Pond, which has encroachment on the field, and the Lefferts/Enroth Trail.

Don announced Art Robin has volunteered to adopt a trail at the KHR; possibly Martha Kezar’s Hall Trail.

Garrett mentioned Chip Rowe is willing to donate his time to build a few gates for the SCC, if we buy the materials. Chip also offered to go with Garrett to the supplier of the materials who is off of Kearsarge Valley Road.

Garrett reported Mike McMannis has a loader and would be happy to move some rocks to the Crowell site, to block off the woods road, after the SCC decides on the best location.

Any Other Business:
Betsy mentioned Dan Sundquist’s fine offer to develop a plan with the SCC and it was decided to shoot for May to work on this.

Jean announced the Annual Greenway Trail meeting would be Sunday March 9th at the Presbyterian Church.

9:00 p.m. A motion was made by Jean to adjourn the meeting. Don seconded the motion. It was unanimously approved.
