                Meeting Minutes
                April 9, 2008 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Garrett Evans, Leslie Ward, Gerry Putnam, Walter Baker and Rick Goddard. Jean LaChanc,e Tim Davis and Leon Malan were absent.

Chair Betsy Forsham called the meeting to order at 7:00 p.m.

Betsy introduced the new ex-officio member, Walter Baker, and handed out the updated mailing list. The members made corrections. Jennifer will email a corrected copy to all.
Betsy appointed Rick to sit for Tim and Garrett for Jean.

Review Previous Minutes:
A motion was made by Don to accept the minutes of March 6, 2008, as written. Leslie seconded the motion. It was unanimously approved.

Financial:
Betsy reported there was no accounting from the Town for March. The only expense was for secretarial.

The Conservation Fund Account total, as of the end of the month, was $107,382.39,with $96,640.66 in the Conservation Fund and $10,741.73 in the KHR Fund.

There was discussion about appointing a treasurer for the Board. It was decided the position was unnecessary.
Correspondence:
Betsy announced that she and Tim had been reappointed. Leon is the new alternate.
The Board discussed a wetlands inquiry received from Phil Murphy concerning the subdivision on Birch Hill Road.Betsy reported there was a request from the Planning Board to review the Rogers subdivision plans on Birch Hill Road. The SCC agreed there were no present wetland crossing issues. It was added that if the backland is disturbed in the future that area does contain wetlands. Let it be noted the Planning Board and Zoning Board approved Tim Davis' lot line adjustment which is part of a conservation easement with the ASLPT.Betsy received a letter from ASLPT with the 2007 Monitoring Inspection Report for the Emerson (Clark) easement, dated April 1. Other miscellaneous correspondence.




Review of Wetlands Applications and Issues:
There were no applications.

Betsy reported she received a complaint on April 1, regarding erosion into Thistle Brook from unstable areas behind the Middle School. She went to view the site as well as called the Sutton School Representative, Emilio Cancio-Bello. Appropriate actions were taken by all parties.Review of Intents to Cut & Logging Issues:
Betsy reported she received a complaint on March 27th regarding the Lane River on Roby Road running brown. Garret viewed the site and determined it was from the logging operation, M/L # 1/860/478. Betsy contacted the logger, Jon Richardson. She said he was very cooperative and dealt with the problem immediately.An Intent by Pfeifle and Erickson on Cottage Lane, M/L # 2/041,017. The logger is Mike Carter. There is water on this site. Betsy called the logger to inquire. She has not heard back. The Board will view the site.
Old Business:
The Board discussed dates to invite Dan Sundquist back to work on the Long Range Conservation Plan. The 14th of May was picked. Betsy will check with Dan then inform the members. It was suggested Betsy ask for a list of parameters and characteristics from Dan to help the SCC determine important areas to conserve.Garrett reported he had set a date with Edna of NHDHR for Wednesday April 30th at 6:30 p.m. He was not sure if Nadine would be coming. Members of the Planning Board as well as the general public will be invited to attend.

New Business:
Board members that had attended  the Saving Special Places Summit gave reports. There were great topics and speakers with approximately 250 people in attendance.Betsy reported she received a call from a Colby-Sawyer College student working on a senior project inquiring about the SCC's criteria for conservation. Betsy met with two students and discussed SCC’s criteria, noting that it is similar to that used by ASLPT and SPNHF. Betsy added there would be a presentation by the students at Colby-Sawyer on Friday, May 2 at 2 p.m. if anyone were interested in attending.Betsy asked members if they were out walking any Class VI roads to check the condition of the yellow "No Wheeled Vehicles" posted signs.Leslie inquired whether the changes to the Comprehensive Shoreline Protection Act had been postponed. Betsy replied it needed some rewording for clarity and had been delayed. Note: It was later brought to Betsy Forsham’s attention that this is not true; the new rules have become effective as of April 1st.

SCC Properties and Greenway Reports:
Don asked about having Matt Ordway mow the perimeter of Russell Pond.Don and Jean LaChance, along with Gerry Gould, the SRK representative, met with the architect, Scott Timins, regarding the placement of the leach field at the new Sutton  Middle

School. The leach field is now right up to the Greenway trail. The project manager said they would plant trees to screen it but Don said the trail would still need to be moved in this area.

Betsy reported Tim had not called on WHIP yet.Don reported there will be a workday for the KHR in May and that the Board will plan the date after the next meeting on May 14th.Any Other Business:
None

8:30 p.m. A motion was made by Leslie to adjourn the meeting. Gerry seconded the motion. It was unanimously approved.
