Meeting Minutes
May 14, 2008 @ 7:00 p.m.
Present: Betsy Forsham, Don Davis, Garrett Evans, Leslie Ward, Gerry Putnam, Tim Davis, Walter Baker and Rick Goddard. Jean LaChance and Leon Malan were absent.
Chair Betsy Forsham called the meeting to order at 7:00 p.m. and appointed Garrett to sit for Jean.
Betsy welcomed Dan Sundquist back for his second visit. Dan is working with the Board to develop a Long Range Conservation Plan. Dan talked about computerized mapping utilizing referencing and compositing and then entered a discussion with the Board members regarding the generation of a list of items to include in the mapping process. Possible outcomes from the process could include use in determining the need for land use regulations and areas of land that would be beneficial to protect. The next step is to organize the list that was generated, which Dan will do.
Review Previous Minutes:
A motion was made by Tim to accept the minutes of April 9, 2008 as written. Don seconded the motion. It was unanimously approved.
Financial:
Betsy reported the Town account balance was $2,435.68, which is 79.31% of the budget. The Conservation Fund Account total, as of the end of the month, was $107,584.83.
Correspondence:
Planning Board news included a note that the Rodgers subdivision application is still ongoing. Tim Davis’ lot line adjustment was approved.
Betsy noted receipt of a copy of the 2007 Monitor Inspection Report for the Enroth easement, from ASLPT.
Betsy handed out miscellaneous correspondence.
Review of Wetlands Applications and Permits:
Copy of letter from DES Wetlands Bureau, dated 4/11/08, concerning mitigation proposal for Pickman & Sons Development, LLC subdivision, File # 2007-01160, Old Sutton Rd.
Copy of Request for More Information letter from DES Wetlands Bureau, dated 4/14/08, regarding Begin Homes LLC Standard Dredge & Fill, File # 2008-00168, T/L 4-578,390, Brown Road.
Review of Intents to Cut & Logging Issues:
Pfeifle/Erickson timber cut off Cottage Lane, T/L 2-041,017. There are wetland issues/violations with logger, Michael Carter. Betsy and Garrett viewed the site on 4/25 and noted some possible violations. Betsy had been in touch with both DES and state forester, Doug Miner. Miner indicated
the violations are in Warner and that both he and Eric Skoglund at DES were aware of them. They were to look at the site together but Betsy has not heard back. She added the SCC has done all that it can.
Gordon Manning on Nelson Hill Road. Manning is the logger. This is an annual cut. T/L 6/610,001; 6/548,587; and 4/597,495. There are no wetlands issues.
Old Business:
There was discussion regarding the classification of cultural resources and how it pertains to the requirements for the Planning Board and Wetlands applications. It seems this item is often checked off but applications are not submitted to the NHDHR as required. Garrett said Dan and Edna were looking into how to follow up on this item to assure compliance.
The Board discussed the Begin property on Rte. 114 and the present problems with the construction.
New Business:
Betsy reported she walked at Russell Pond with two ASLPT representatives, for baseline documentation for the conservation easement being placed on the property. She will be reviewing the deed as well as passing it along to the Town’s attorney for review and comment. To be discussed more at the next meeting.
Betsy noted there is a parcel for sale in North Sutton that abuts the North Sutton Improvement Society land and has frontage on Kezar Lake. There was discussion.
Betsy reported she had checked with Dick Webb regarding the wording for a sign and he was satisfied. She is awaiting a response from Peter Crowell.
Ron Coron will be monitoring at KHR on May 21st at 9:15 am.
SCC Properties and Greenway Reports:
A trail works date for KHR was set for June 14th at 9 am at the Hominy Pot entrance.
A site inspection for the bridge location on the Crowell property will be May 29th at 5 pm.
Betsy reported there is a need to talk to Jay Haines regarding a barrier for the well near the Lefferts/Enroth trail. She will call.
Tim said he needs to call for specifics on our WHIP money.
Any Other Business:
Betsy read an announcement from DES which indicated that the Comprehensive Shoreline Protection Act did not go into effect as of April 1st, but rather will take effect on July 1, 2008.
Walter asked what the follow-up should be regarding the discussion with Dan Sundquist. Garrett and Walter agreed to start gathering information for mapping. It was suggested the Sutton Historical

Society as well as Jack Noon could be good resources. There was also a suggestion to get the general public involved.
Tim said there needs to be a new volunteer list generated for volunteers for trail work at KHR.
9:15 p.m. A motion was made by Tim to adjourn the meeting. Garrett seconded the motion. It was unanimously approved.
