Meeting Minutes
August 13, 2008 @ 7:00 p.m.
Present: Betsy Forsham, Don Davis, Garrett Evans, Walter Baker and Jean LaChance. Rick Goddard, Gerry Putnam, Tim Davis, Leslie Ward and Leon Malan were absent.
Chair Betsy Forsham called the meeting to order at 7:00 p.m.
Garrett was appointed to sit in for Leslie.
Gerry Gold, a member of the SRK Greenway, spoke with the SCC Board regarding Greenway trails and trail markers. Gerry made a request for permission to apply yellow blazes to trees along the “spur” trail that circles through the Muster Field Farm.
A Motion was made by Betsy to allow the SRK Greenway to blaze trees denoting their spur trail looping through Muster Field Farm and including parts of Keyser Street, Harvey Road, Lovers Lane, Hominy Pot and Kings Hill Road, pending the Board of Selectmen’s approval. Seconded by Jean. Unanimously approved.
It was agreed Gerry Gold will talk with Don regarding the possible development of a trail from Muster Field Farm to the KHR through the Felch Road. Gold also discussed with the Board replacement of signs at the Wadleigh Hill, Penacook/Kings Hill Jct, Gile Pond and Shadow Hill locations. The post at the Wadleigh Hill location will be moved further back to alleviate the damage from winter plowing. There was a request by Gold for volunteer help in the Sutton area. Art Robbins, who does the blazing, was suggested. Gold added the woodworking shop at the High School has offered to volunteer to make the posts for the signs. Jean will help Gold in an effort to approach the school regarding the possibility of a class interest in helping out with the project.
Review Previous Minutes:
A motion was made by Garrett to accept the minutes of July 9, 2008 as written. Don seconded the motion. It was unanimously approved.
Financial:
Betsy reported there were only secretarial expenses for the Town account for July and the balance was $2,201.90, which is 71.7% of the budget. The Conservation Fund Account total, as of the end of the month, was $107,845.62, with $97,024 in the Conservation Fund and $10,821.62 in the KHR Fund. Expenditures were to Bristol, Sweet for $334.90, for work relating to the Crowell easement.
Correspondence:
Betsy reported she received 3 of the 4 ASLPT monitoring reports for the KHR property, dated July 10th. She added the letter mentioned the issue of safety regarding the warming hut, stating it was a concern, but not a violation.
Betsy reported she filled out a Community Needs Assessment Survey for the NH Community Forestry Advisory Council.
Betsy handed out the Forestry Notes newsletter and reminded the Board the Forest Society’s annual meeting will be September 20th at Muster Field Farm.
Betsy handed out miscellaneous correspondence.
Review of Wetlands Applications and Permits:
Betsy reported she had emailed the Board members on the 29th of July regarding the Asplundh (PSNH) cutting in the Town Wetlands. She contacted Asplundh regarding the consensus to go ahead with the cut and asked for, and was assured, that the activity would only involve cutting hardwood saplings and not consist of general mowing.
Betsy reported she noted online that the Russell Ellsworth, Blaisdell Lake, T/L 2-542,190, Old Blaisdell Road, Permit by Notification to replace old concrete foundation on boathouse had been approved.
Notice of Administrative Completeness received 7/15/08 for Fredrick and Jane Pratt, T/L 2-489,159, Camp Kemah Road on Blaisdell Lake, Minimum Impact Expedited Application, and approval, permit # 2008-01288, dated 7/23/08.
Betsy noted a copy was received from RCS Designs of a Petition for a Permit Appeal, Wetlands Bureau File # 2007-01160, Pickman & Sons Development, dated 6/30/08. Betsy will file this downstairs.
Review of Intents to Cut & Logging Issues:
Wendy Benedict Route 114 T/M # 2/525,582. The logger is Devin Willett. There might be some wetlands involved. Garrett will take a look at the property.
Betsy noted she received another complaint on July 29th regarding the O’Malley/Carter timber cut, T/L #1-192,030, East Sutton Rd. She added she had had another talk with Doug Miner. He had viewed the site several times and felt that the loggers were trying to comply with his directives. Doug indicated that a skid trail had been moved where it was too steep. It was also noted that Carter has cleared up the violations from a prior cut. Garrett will observe the property again next week after the operation should be completed to make sure all wetland issues have been taken care of.
Old Business:
An Alteration of Terrain Permit #WPS-8172 was issued on 7/15/08 to Jon Feins, Harborview Subdivision, Stonehouse Road, T/L # 10/688,134. The permit is good until 2010. It was noted the Board needed to watch for any upcoming wetlands permits from DES.
Betsy read a letter from ASLPT regarding the Russell Pond conservation easement, which was recorded on 7/11/08.
The Board discussed the fencing issue for the Lefferts/ Enroth property. This will be discussed further at the next meeting.
Don reported he had made up signs for the Russell Pond pasture and that they now needed to go to Rick for laminating. Betsy will take them to Rick.

New Business:
Betsy notified the Board she received a phone call regarding possible land protection on Barker Road, as part of estate planning.
Don noted he had received a complaint regarding the use of funds to purchase the Crowell property.
SCC Properties and Greenway Reports:
Betsy reported she forwarded Tim’s email to the Board regarding brontosaurus work at KHR with Leon Riel. This will be paid for with the WHIP grant funds. Riel is looking at a work date of the 24th of August and will call when he mobilizes on the site. He will do a weeks worth of work and then pause for the Board to view the property to decide if more work is required. Tim also requested a workday for the Crowell property, which Betsy emailed back as a good idea.
Don said there is a need to get a workday in at the KHR before winter.
Betsy noted that Gerry Gagnon had mentioned there were limbs in the open space/parking area of the Enroth property that needed trimming, as they interfered with his mowing of the site. This wil be put on the “to do” list..
