                Meeting Minutes
         Thursday December 16, 2008 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Garrett Evans, Walter Baker, Tim Davis and Jean LaChance. (Leon Malan, Rick Goddard, Leslie Ward and Gerry Putnam were absent.)

Chair Betsy Forsham called the meeting to order at 7:00 p.m. Due to the power outage caused by the ice storm, the meeting was held at the North Sutton Baptist Church.

Garrett was appointed to sit for Gerry.

Review Previous Minutes:
A motion was made by Jean to accept the minutes of November 12, 2008 as written. Wally seconded the motion. It was unanimously approved.

Financial:
Betsy reported the balance for the Town account as of the end of the month was $1,495.39, which is 48.69% of the budget. Expenditures included $50 to Gerry Gagnon for mowing, as well as supplies and secretarial. The Conservation Fund Account total, as of the end of the month, was $129,972.61, with $119,350.83 in the Conservation Fund and $10,621.78 in the KHR Fund. This includes the $9,828.75 received for the WHIP grant for mowing and brontosaurus work for which SCC paid $1,105 and $12,000 respectively. $9,500 in LUCT was received on 12/8/08 but is not reflected in the budget numbers.

Betsy reported on the meeting with the Budget Committee that she attended on December 8th. Wally was present as well. The Committee was happy with the 5-9% cut in the budget. The requested $30,000 for the Capital Reserve Fund for Conservation Land was reduced to $20,000.

Betsy noted the total revenue for LUCT for 2008 was $68,350.

Correspondence:
Miscellaneous correspondence.

Betsy noted there was an article in the Intertown, with pictures, of the donated land easements of the Johnson’s and the Davis’s.

Review of Wetlands Applications and Permits:
E. Meehan, approval received 12/2/08, permit # 2008-02054, T/L #2- 707,401, Watkins Ave. Repair of existing stone retaining wall.

Shoreline Impact Permit #2008-01048, dated 11/18/08, issued to R. and B. Bourcier, T/L # 2/718,466, Rt. 114 and Blaisdell Lake, for replacement of existing house and garage with new ones. (Betsy noted the SCC was never given copies of the application and ensuing correspondence, but Mr. Bourcier provided them to her after-the-fact.).)





G. and E. Manning, Standard Dredge and Fill Application, dated 11/19/08 T/L # 4/597,495, Newbury Rd., for wetlands crossing for a driveway to access a lot in a minor subdivision. There is a conditional approval with the Planning Board. Also received Notice of Administrative Completeness, dated 11/25/08.

Begin Homes LLC, Brown Rd., from 2006 approval, to install concrete bridge for driveway access, File # 2008-00168 T/L # 4/578,390

Review of Intents to Cut & Logging Issues:
T. and M. Hibbard, T/L # 3/470,314, North Rd. The logger is Bryan Mika. No wetland concerns.

Old Business:
Betsy reported she spoke with Dave regarding the truck club that inquired about use of the class VI roads. She added he is aware of the private lands and wetlands restrictions and understands there can be no ATV use. Betsy noted she should make a copy of the associated RSA for Chief Sims.

Don reported he had researched and found several one page volunteer forms. He will work on developing an individualized form from the samples that is appropriate for the SCC.

There was discussion regarding SB381. It was agreed it was a good idea but that a great deal of backup information was needed to sell the idea to the public and that this year was not a good time to do so. It was a unanimous consensus to wait to next year to revisit this.

New Business:
Betsy reported she received a call from a resident interested in possibly placing  land in a conservation easement. Betsy gave the interested party information on the ASLPT  and the Forest Society as well as names of people in town who have already given easements on their land. Tim noted he would be happy to speak to any interested person about the process.

SCC Properties and Greenway Reports:
Betsy gave an update on the Leffert’s/Enroth land. The line between the Leffert’s Natural Area and the Haines property, T/L # 8/018,340 is incorrectly shown on the Mildred Leffert’s map. In the 60’s there was a wrong reading assumed which created a gore on Mildred’s map. Haines deeds read correctly. There is no need to do any more corrective investigating. The bill from Bristol and Sweet is $750 with $1,250 discounted. Jean will write a thank you to Doug on behalf of the Board. Betsy also updated the Board on the cistern fencing and announced that  Haines has sold the property. She added Gerry has spoken with the realtor and was assured the new owner would allow the SCC to do the fence in the spring. Rick has the fence. Tim has the posts. It was agreed the best access would be through the driveway.

Garrett and Betsy walked the 3 lots of the Wells easements, Dodge Hill Rd., South Sutton, on the 22nd and the 28th of November. They took pictures to document the condition. They reported the lot the furthest up on the right needs to be flagged. Yeager is the abutter and he has put up some flagging and the accuracy is questionable. Garrett will go back and redefine when he has some time. There is also one line on each of the other parcels that should be blazed.

Betsy contacted the McManus’s regarding placing rocks on the Crowell property. They confirmed they would do so and were thanked by Betsy.

Other Business:
Garrett reported Chipper has put up posts for both gates at KHR and showed the Board pictures. He added Chipper is awaiting parts for the gates. Garrett will send a thank you to Chipper.
Garrett will also mention to Chipper the need for reflective tape on the posts for the snowmobiles.

Regarding a planning Board hearing scheduled for 12/9/08, Betsy reportedthat the applicant failed to notice the ASLPT and the SCC did not receive the abutter’s notice regarding the towers on KHR. The meeting was therefore canceled and will be re-noticed for the second Tuesday in January.

There was some discussion regarding the proposed Kezar Conservation Group, LLC’s purchase of the Phase 2 portion of the  Meadow View subdivision.

Betsy handed out donated water bottles courtesy of the ASLPT.

Wally handed out presents to all, dressed in a festive Santa hat! THANKS WALLY!!

9:30 p.m. A motion was made by Tim to adjourn the meeting. Don seconded the motion. It was unanimously approved.
