                Meeting Minutes
         Wednesday January 14, 2009 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Garrett Evans, Walter Baker, Tim Davis, Jean LaChance, Leslie Ward, Gerry Putnam and Leon Malan. (Rick Goddard was absent.)

Chair Betsy Forsham called the meeting to order at 7:00 p.m.

The Board met with Roger Wells and Tom Paul, Kezar Conservation Group,LLC, to discuss the re-subdivision of Phase 2, Meadow View Farm. The discussion included the possibility of acquisition of some of the land by the SCC as well as a proposed land swap with the Town owned land known as the Seymour lot. The Board took a straw vote which resulted in a unanimous show of strong interest in the project and a willingness to work together on it. Betsy mentioned  to Roger and Tom that there are procedures that need to be followed and that the Board will need to confer with Town Counsel.

Review Previous Minutes:
A motion was made by Tim to accept the minutes of December16, 2008 as written. Jean seconded the motion. It was unanimously approved.

Financial:
Betsy reported the balance for the Town account as of the end of the December (and the year) was $1,110.20, which is 36.15% of the budget. The Conservation Fund Account total, as of the end of December, was $139,640.91, with $129,006.31 in the Conservation Fund and $10,634.60 in the KHR Fund.

Correspondence:
Miscellaneous correspondence.

Betsy reported the SCC was noticed for the Kezar Conservation Group, LLC Planning Board hearing on January 27th at 7:00 p.m. She urged as many members as possible to attend.

Betsy read two monitoring reports from ASLPT, Lefferts/ Enroth, dated November 7th, and Russell Pond, dated November 15th.

Review of Wetlands Applications and Permits:
There were no wetlands applications.

Review of Intents to Cut & Logging Issues:
Chadwick/Dowler/Hutchins, Route 114, T/M # 4/355-544. Steve Lord is the forester. There are no wetlands issues.

Scott Evelyn, President of the New London Bridge Christian Fellowship (Streams Ministries), Chalk Pond Road, Sutton, T/M #’s 6/698,429; 6/750,420; 6/714,427; 6/733,421; 6/667,431. The logger is Anthony Seminara. Betsy will look into whether there are any wetlands issues.






Jim and Colleen DeAngelis, Rowell Hill Road, North Sutton, Reyer J. Jaarsma is the logger. Betsy will check for any wetlands issues.

Old Business:
Betsy suggested to the Board that a separate night be set up for further discussions on the Long Range Conservation Plan with Dan Sundquist. The Board agreed and February 4th or 25th were the  dates chosen to bring to Dan.

Garrett reported on the gates for the KHR. Chipper has the gates done but had asked if he could wait untill spring to install them. The Board agreed this was fine. Garrett added Chipper was waiting for a warm day to put up the reflective tape. There will also be a leading sign that warns of the upcoming gate.

New Business:
The Board discussed the upcoming reappointments of SCC members. All agreed to stay on in their positions.

Betsy reported she received a complaint regarding the Town Tree Farm on Wadleigh Hill Road. The caller thought the SCC should be doing more forest management. It was brought up that this piece of land has a Forest Management Plan. Betsy said she will pull it out, hand it over to Tim to review and then the issue will be revisited.

The Board reviewed Betsy’s second draft of the Town report. All were in favor and Betsy will email it to Elly. The Board thanked Betsy for all her effort.

Other Business:
Jean mentioned the upcoming Greenway potluck supper on March 1st at the Presbyterian Church. There will be a guest speaker covering the subject of a new invention for beaver control called the “beaver deceiver”. The supper is at 5 p.m. and the speaker at 7.

Wally discussed the road upgrades for the Meadow View Phase 2 and explained there were no precedents being set with this particular case.

9:00 p.m. A motion was made by Jean to adjourn the meeting. Gerry seconded the motion. It was unanimously approved.
