                Meeting Minutes
         Wednesday April 8, 2009 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Tim Davis, Garrett Evans, Walter Baker and Gerry Putnam. (Leslie Ward, Jean LaChance and Leon Malan were absent.)

Dan Sundquist joined the Board in continuing the discussions on the Long Range Conservation Plan. Natural resource maps were viewed and discussed including Scenic View Shed Composition and Steep Slopes, and Soils Likely to Erode. The Board has already reviewed such areas as water resources, wildlife habitat, trails, timber and soil and cultural features. The next step is to take all the presented information, which is a combination of reference data, points and corridors, and generate a spreadsheet of the natural resources. Then the Delphi voting process may begin. This will allow each member to rate the different areas according to their own preferences. The data from each individual is then brought together to reveal the areas of greatest interest among the group. This process may also be extended to other groups in Town outside of the SCC. Dan will be returning on May 13th.

Chair Betsy Forsham called the regular meeting to order at 7:50 p.m.

Garrett was appointed to sit in for Leslie.

Review Previous Minutes:
A motion was made by Tim to accept the minutes of March 4, 2009 as written. Don seconded the motion. It was unanimously approved.

Financial:
Betsy reported the official Town account is running now that the annual meeting has past. The balance is $2,211.54, which is 80.86%.  The only expenditures were for secretarial services. The Conservation Fund Account total, as of the end of March, was $145,157.23, with $134,476.08 in the Conservation Fund and $10,681.15 in the KHR Fund.

It was noted that the SCC received $20,000 at the Town Meeting for the Sutton Conservation Capital Reserve Fund.

Correspondence:
Betsy reported on a letter she received from N. E. Forestry Consultants, Inc. advertising their services. Dennis McKenney, a licensed forester and land surveyor who resides in Sutton, works for the company. A company brochure was also included.

Miscellaneous correspondence.

Review of Wetlands Applications and Permits:
Minimum Impact Expedited Application for Tectronic, agent for SBA Communications, LLC, T/L # 5/356,486, Mastin Road, regarding replacement of a culvert for a 15’ driveway accessing a new cell tower compound which has been approved. Betsy viewed the site on April 2nd and didn’t note any issues.



Review of Intents to Cut & Logging Issues:
Daniel Baker, Route 114, T/L #06/193,056 & #06/194,058. The logger is Warren Wesoja. The complete Forestry Notification was received on 3/18/09. There are no wetland issues.

Gordon Manning, Nelson Hill Road, T/L #06/610,001; #04/548,587 & #04/597,495. Gordon is the logger.

Old Business:
There was none.

New Business:
Betsy passed out the new member roster.

The Board voted on the new Chair. Betsy was unanimously reappointed. Betsy asked the Board for input on an alternate for an open position. It was suggested that perspective members be invited to attend meetings to see how the process works. Several people will be contacted and invited to the next meeting.

SCC Properties and Greenway Reports:
Regarding the Cistern and Enroth/Lefferts trail, Rick has said to call when ready and he will help. Gerry will contact the new landowner of the Haines property to check in about the upcoming work. The work date will be either Wednesday, April 29th or Thursday April 30th. The decision will be through an email tree. Tim will get the stakes up and Betsy will check with Rick.

Regarding the Webb/Crowell bridge, Tim suggested the Board pay to have someone build the bridge. The Board discussed the idea. Garrett will check with Paul Parker and Chip Rowe about getting rocks to block the entrance. A work date of Saturday, April 11th at 8 a. m. was set to review the prospective bridge site. Betsy will call DES to check if any permits would be needed.

The Seymour lot viewing date will be discussed at the next meeting.

There is no news on the Meadow View Farm property. Betsy will call Tom Paul and check in.

Other Business:
Don reported on a meeting he attended on April 3rd in Sunapee run by the Director of Parks. It was mentioned that the Parks are self-funding as well as the possibility that the State may liquidate some of the land.

9:15 p.m. A motion was made by Wally to adjourn the meeting. Tim seconded the motion. It was unanimously approved.
