Meeting Minutes
November 11, 2009 @ 7:00 p.m.


Present: Betsy Forsham, Don Davis, Tim Davis, Rachel Ruppel, Leon Malan and Garrett Evans. (Walter Baker, Jean LaChance, Gerry Putnam and Leslie Ward were absent.)

7:00 p.m. Chair Betsy opened the regular meeting and appointed Garrett to sit for Leslie and Rachel to sit for Gerry.

Previous Minutes:
A Motion was made by Tim to accept the minutes of October 14, 2009 as written. Seconded by Don. It was unanimously approved.

Financial:
Betsy reported the Town Account balance, as of the end of September, was $825.43, which is 30.18% of the budget. There were expenditures of $683.36 for secretary salary, maps from the Forest Society and general supplies. Leon will be purchasing some paint for the gates at the KHR. The Conservation Fund Account total, as of the end of September, was $153,767.71, with $143,059.18 in the Conservation Fund and $10,708.53 in the KHR Fund. Betsy reminded everyone that reimbursements for bills must get to her in early December, as the bookkeeper needs them prior to December 18th.

Betsy reported she emailed the treasurer regarding three LUCT's in the amounts of $307.50, $3200 and $8,400 to determine if they are in the SCC account yet.

Betsy discussed the emails she sent to the Board regarding the 2010 budget and the $45 increase in the membership line item, which caused the final figure to change.
A Motion was made by Tim to correct the proposed 2010 budget total figure to $2,960. Seconded by Garrett. Unanimously approved.

Correspondence:
An upcoming seminar on Farm Friendly Regulations, presented by ASLPT.
Miscellaneous.

Review of Wetlands Applications and Permits:
There were no new wetlands applications.
A Complete Forestry Notification was received for the Gallipeau timber cut, T/M # 1/541-481, Birch Hill Rd.

Review of Intents to Cut and Logging Issues:
There were none.

Old Business:
Betsy reported she received an email from Brian Hotz, dated October 16, stating he had submitted the application for the Bower Farm property to L-CHIP and that he should hear something by late December, early January. It was noted the warrant article would need to be written by the end of January. There was also mention of the possibility of a Q2C grant.


There was discussion regarding the Common Land at Meadow View and whether the SCC should accept it as a gift. Betsy will inquire further and invite Tom Paul and or Roger Wells to the next meeting.

New Business:
It was noted from reviewing the November 2, 2009 Board of Selectmen’s meeting minutes that the snowmobile club was considering doing some road work on the Poor Farm Road, in a wetlands area, and that the SCC had not been notified. Garrett will ask the Selectmen to notify the SCC in future for work that impacts on wetlands.

There is an old wetlands complaint that is still ongoing but is in the process of being resolved.

Betsy asked if a Board member would be willing to write the SCC report for the 2009 Town Annual Report. This will be discussed further at the next meeting.

There was discussion of Pound Road and Title 10, Class A & B trails. It was agreed Pound Road is a good place to consider an A trail. The pros and cons were debated. The Town Police Chief, John Korbet, will be invited to attend a meeting. It was noted during the discussion that the condition of Sutton’s Class VI roads is concerning due to illegal use of wheeled vehicles on the roads during wet times of the year.

Tim reported on the ASLPT Round Table discussion on October 29th. He mentioned the need to cooperate more between towns but that everyone was quite busy and having trouble finding time.

Betsy mentioned the need to do the monitoring of the three Wells easements. It was noted they could be done in the winter. Garret offered to monitor two of the parcels with Betsy and leave the last one for spring. Leslie is interested in helping.

Don reported on the acquisition of historical information relating to Alf Jacobson.

Don will email the members a map that is an early version of the Greenway.

SCC Properties and S-R-K Greenway Reports:
Leon reported on the monitoring of KHR and said all looked good.

Betsy reported she spoke with Peter Stanley and he said it might be possible to mow this month, depending on the weather.

8:40 p.m. A Motion was made by Garrett to adjourn the meeting. Seconded by Tim. It was unanimously approved.
