Future Land Use Chapter
10/4/04 Meeting Minutes, 7-9pm
In Attendance: Laura Scott, Ken Uzdanovich, Sue Reel, Cindy and Ed Canane, Bill Hallahan,
Richard Defelice, Pete Blakeman
Participants were welcomed, material was passed out, and introductions were made.
The timeline for the Master Plan (MP) was reviewed. The Planning Board (PB) hopes to have the
MP adopted by Town Meeting. The MP does not get voted on at Town Meeting. It is a PB
document and they hold the public hearing for adoption.
The timeline for the Future Land Use Chapter (FLU CH) was reviewed. There are 4 subcommittee
meetings scheduled (10/25, 11/15, and 12/6) and a public hearing scheduled for 12/28. If the
subcommittee needs more time additional meetings will be scheduled and the public hearing will be
delayed.
Anyone who attends the Chapter meetings is on the Subcommittee. The subcommittee drafts the
FLU CH and that is the chapter that the PB holds the public hearing on.
Bill Hallahan discussed work that the Economic Development Committee (?) did in the late 1990’s
and in early 2000 on the Master Plan.
The survey results from this summers public information session were reviewed and discussed.
The draft FLU CH outline was reviewed and discussed. There were no changes made at this time.
The following were ideas discussed under “Vision for Future Land Use” in Sutton.
- Keeping the look of Sutton
- Concerns about only 2 zoning districts
• create commercial zones to preserve rural character and property owner-rights
• Exit 10 as a commercial, service, industrial zoning area
• Village zoning districts to promote profession services that support the community
(social capital, places to congregate, community identity)
- Watershed management: aquifer protection district, wetlands overlay district
- Create commercial standards – parking, lighting, landscaping, noise, signage
- Set aside money for open space purchases through bonding
- Conservation subdivision design
- Planning board methods – rules of procedure, process, meetings, elected PB
What is going to drive growth in Sutton in the future?
1) Regional land prices
2) Economic pressures
3) Transportation access
4) Schools
5) Mount Sunapee
At the next meeting the subcommittee will draft new proposed zoning boundaries/districts.
The chapter will not be specific as to write the ordinances but it will talk about recommended
changes, purposes of changes, and how they can be made.
The next meeting is scheduled for Monday October 25th at 7pm at the Town Hall.
