Meeting Minutes
January 10, 2008
Meeting called to order at 7:04 p.m. by Chair, Dan Sundquist. Members in attendance were: Carrie Thomas, Paul Raynor, David Burnham and Bob Wright, Jr.
Members not in attendance were: Joe Burns, Peter Blakeman, Rich Krajewski and Courtney Galluzzo.
Preliminary Non-Binding Consultation with Jeff Evans on behalf of John Rogers regarding a major 5 lot subdivision on Birch Hill Road. Also in attendance was Mr. Rogers. Meeting was turned over to Jeff Evans. Mr. Evans displayed maps showing subdivision would be up towards the end of Birch Hill Road. HISS (High Intensity Soil Survey) has been done. Explained all markings included on map. They had contemplated splitting into 2 large pieces using a common driveway but not this time due to wetlands. There is sufficient buildable acreage in front. Total parcel is 42 acres. Lots would meet the 2 acre subdivision regulation. Mr. Evans was asked if he had any issues he needed answered but he felt he meet all the criteria. There was one question in regards to a
bridge shown on the map. There is “historically an old farm crossing” and a logging bridge. The logging bridge has been removed. Remnants of the crossing are still there. All lots have adequate frontage. There were no concerns from the Board members and they gave the go ahead for the application process to begin. Mr. Evans stated he was ready to make a formal application. Landuse Coordinator to fax invoice to Mr. Rogers with regards to fees. Mr. Rogers left her a check to start the process. Hearing will be scheduled for 2/12/08.
Correspondence was reviewed. There was a memo regarding the Wagner property on Roby Road that is for sale. Town is holding a gravel pit bond. Decision needs to be made as to whether the property has been reclaimed. Ex-Officio Bob Wright, Jr., thought that if the Planning Board and Zoning Board of Adjustment were ready to sign off on the bond then the Selectmen would be ready as well. Question from David Burnham as to who goes out and makes sure plan matches what is on the ground. Mr. Wright is going to go back to the Selectmen to check on procedure.
The Town of Bradford’s Planning Board forwarded their November 13, 2007 meeting minutes regarding the Review of Developments of Regional Impact. This has to do with the construction of a Dunkin Donuts on Main Street, Map 17, Lot 61 and a Site Plan Modification of Map 3, Lot 35B. Landuse Coordinator to send letter to the Town of Bradford stating “discussed at the January 10, 2008 Planning Board meeting and the Sutton Planning Board has no comment”.
Bob Wright, Jr., will be attending the Public Information Workshop for FEMA on January 17, 2008 in New London, NH. This includes updated Flood Hazard Maps for Merrimack County.
7:30 p.m. Public Hearing on the Zoning Ordinance proposed by the Planning Board. Postings for the public hearing were done at the South Sutton Post Office, North Sutton Post Office, Pillsbury Memorial Town Hall bulletin board and were published in the Intertown Record on December 18, 2007, December 25, 2007 and January 1, 2008. Motion made by Bob Wright, Jr., to open the Public Hearing. Carrie Thomas seconded motion. Unanimous.
Chair, Dan Sundquist, noted that there were no attendees from the public present.

The Sutton Planning Board will hold public hearings on Thursday, January 10, 2008 and, if needed, a second hearing Tuesday, January 22, 2008 at 7:30 p.m. in the Pillsbury Memorial Hall at 93 Main Street in Sutton on amendments to the zoning ordinance proposed by the Planning Board.
The Planning Board will present amendments to the Sutton Floodplain Development Ordinance, as drafted by the NH Office of Energy & Planning, which will make it consistent with requirements of the National Flood Plain Insurance Program.
The Proposed revisions are necessary in order for the Town to continue to receive FEMA Emergency Funding and to ensure that townspeople who have floodplain insurance retain their eligibility.
The full text of the proposed amendments is on file for public inspection at the Pillsbury Memorial Hall, 93 Main Street, Sutton, New Hampshire. Copies may be obtained by contacting Linda Ford at 603-927-4115. Written comments may be mailed to the Planning Board at P.O. Box 487, North Sutton, NH 03260 prior to the hearing.
The Landuse Coordinator was asked to get the dates of when the “Flood Insurance Study for Merrimack County was done. Landuse coordinator was advised by Chair Dan Sundquist to speak with Sandrine if possible regarding dates. Town Clerk, Jen Call, needs a copy of the Ordinance and Town Administrator, Elly Phillips to receive warrant information.
Motion made by Carrie Thomas to close public hearing. Motion seconded by Bob Wright, Jr. Public hearing closed at 7:35 p.m. Unanimous.
Bob Wright, Jr., moved to recommend to the Town of Sutton that we adopt the Sutton Floodplain Development Ordinance as amended and that the corrected dates for the insurance study and flood insurance rate maps be administratively added. Motion seconded by Paul Raynor. Unanimous.
Board reviewed forms/letters to be used by Landuse Coordinator as reviewed by Town Counsel with changes. Landuse Coordinator will check with Town Counsel, Jae Whitelaw, regarding wording on two of the forms. She will report back at next meeting.
Board requested copies of the last town meeting minutes in regards to Concept, Design and Application. Landuse Coordinator to check with Town Administrator, Elly Phillips to get this information.
November meeting minutes approved.
Motion made by Bob Wright, Jr. to adjourn meeting. Motion seconded by Carrie Thomas. Unanimous.
