PLANNING BOARD

September 23, 2008 Meeting Notes

Meeting called to order at 7:09 p.m. by Dan Sundquist, Chairman.  Present where Robert Wright, Jr., Peter Blakeman (arrived at 7:35 p.m.), David Burnham, Joe Burns and Carrie Thomas.

Scheduled speakers for tonight's meeting were Sharon Wason, CNHRPC; D. Scott Palmer & Garret Evans, SVFDA as well as Dan Sundquist.

Meeting opened at 7:09 p.m.  Dan Sundquist, Chairman reviewed correspondence.  Land Use Regulation Books need to be ordered.  The Board will apply for a grant representative by e-mail.  Per Sharon Wason nothing formal is needed to do this an e-mail is fine.  Dan Sundquist, Chair to take care of.

Sharon Wason, CNHRPC went over the next stage of the Build Out Analysis map.  (Hand out attached).

Definitions are as follows:
        NWI – National Wetland Inventory
        FP – Flood Plain
        WB – Water Body
        CL – Conservation Lines
        SS – Steep Slope
        UL – Utility Lines

Sharon would like the Board to come up with 3 scenarios before Christmas.  There are 5,422 potential lots in Sutton according to the map shown last night.

The Board agreed to Scenario One being 25% in one color; 15-25% in another color with Rural Agricultural being 1-5 acres.  15% exempt 2 to 1 showing 1-2 acres and 2-5 acres.

Scenario 2 will be done next and Scenario 3 will be saved for natural priority land.  Dan Sundquist to send to Sharon Wason the updated conservation land information as requested.

D. Scott Palmer and Garret Evans representatives from the SVFDA met with the Board regarding issues with shared driveways and road numbering due to the 911 mapping.

1.      Common driveways – 911 dispatchers/fire & rescue personnel cannot distinguish who’s house belongs to whom.

2.      Road names chosen in the future should have “drive” or “path”.  They would like to see this become part of the subdivision application process as driveways and roads are built different and are maintained differently.  House numbers are now numbered by driveway entrance.  If you have 2 homes it should be “a” or “b”.

3.      Those driveways that are not easily accessible by fire/rescue vehicles have a release form on file.  This might also be part of the subdivision application.

4.      Subdivision applications to be reviewed by Fire/Rescue/Police before hearings scheduled to ensure that all information needed is included.

D. Scott Palmer also requested, as a representative of the Fire Chief Darrel Palmer, that due to the Subdivision Regulations being in a revisal state that the National Fire Protection codes be added at this time.  He and the Land Use Coordinator will put a packet together for a future meeting.

Dan Sundquist, Chairman went over the Site-Specific Soil Mapping section of the Subdivision Regulations that he is working on.  Some members felt that soil mapping should become a requirement for all subdivision applications.  More discussion on this topic will be held at the October 28, 2008 meeting.

Land Use Coordinator passed out the application information for the upcoming Johnson/Streeter annexation/lot line adjustment.

Robert Wright, Jr., discussed the hearing he attended in Newbury, NH regarding the Angel Hawk subdivision.  Decision was no lots can be sold until the road improvements are done.  Robert Wright, Jr. submitted a letter to Newbury on behalf of the Town of Sutton’s Selectboard and requested that Land Use Coordinator get a copy from the Administrative Assistant for our file.

Question was raised as to Harborview and Meadowview and what the status is.  As neither subdivision has completed the conditions, there is no formal approval on file.  The clock is, however, ticking.
