Planning Board
Meeting Minutes
January 10, 2012
Present: Dan Sundquist: Chair, Wally Baker: Ex-Officio, Julie McCarthy, Carrie Thomas, Roger Wells, Bob DeFelice and David Burnham. (Pete Blakeman was absent.) Land Use Coordinator Jennifer Swett.
7:00 p.m. Chair Sundquist opened the meeting.
DeFelice left.
Public Hearings: Poulin and PSNH:
Sundquist announced due to a failure of notice by the newspaper the Poulin and PSNH public hearings couldn’t be held. They have been rescheduled for January 24th.
Public Hearing: O’Connell:
Sundquist announced the application contained inaccurate information, which led to the noticing being inaccurate. There will need to be a re-noticing with the correct map and lot number. Swett will re-notice for January 24th. The Board agreed procedurally there are two steps involved, a minor subdivision and a lot line adjustment, and that separate applications would be needed for each. The two applications may be heard on the same night, with the subdivision coming first. Evans may proceed with the current application, to start the process. An improved application for the
minor subdivision will be needed with information that is missing. A separate formal application for the lot line adjustment is also required. Swett will contact Evans to identify the needed information. Evans arrived at the end of the conversation and was updated.
Previous Minutes:
A motion was made by Thomas and seconded by McCarthy to accept the minutes of December 13, 2011 as amended. Unanimously approved.
Other Business:
The Board agreed it was acceptable to post the draft minutes on the Town Web site as long as they are a PDF file and the word “unapproved” is clearly visible.
Swett reported on information received from DES regarding groundwater reclassification.
Swett reported on pending legislation that could affect local conservation commissions and the authority over conservation lands.
Work Session: Subdivision Regulation Changes:
Wells handed out a packet of information. The Board will review for the next work session.
The January 24th meeting will have public hearings for Poulin, PSNH, O’Connell and the Zoning Ordinance proposed amendment.
A motion was made by Burnham and seconded by McCarthy to hold the first meeting of the month, for this calendar year, starting in February, for work sessions. Unanimously approved.
8:00 p.m. A motion was made by Thomas and seconded by McCarthy to adjourn the meeting. Unanimously approved.
