Meeting Minutes
November 27, 2007
Meeting called to order at 7:05 p.m. by Chair, Dan Sundquist. Members in attendance were: David Burnham, Joe Burns and Carrie Thomas.
Members not in attendance were: Robert Wright, Jr., Courtney Galluzzo, Rich Krajewski and Peter Blakeman.
November 13, 2007 Minutes: David Burnham, who spoke for Peter Blakeman in regards to the particulars of the November 13, 2007 Jim Ward Conceptual Hearing minutes, requested more detailed minutes. The Board would like points/issues and questions included that the members asked Mr. Ward. Example: shared driveways, scenic roads, road widths and lots per driveway. The Secretary will go back through the tape to provide this information as requested. Motion was made by David Burnham to table the minutes until next meeting. Seconded by Joe Burns. MOTION unanimously approved. Amended minutes will be put in the next packet to be mailed so they can be reviewed before the meeting.
Correspondence was read and passed around.
A letter from the Office of Energy and Planning was received by Robert Wright, Jr. in the Selectmen’s Office regarding flood plain mapping and flood plain ordinances. Also received the same day was the Planning Board’s flood plain ordinance which was revamped. Dan suspect’s edits were done by the OEP to bring our ordinances into compliance just in case we need FEMA flood plain funds. Dan will check to see if these need to go into the Zoning Ordinance Amendment. If so, in December it will have to be filed then hearings will need to be run for it. Dan will also call RPC to check on and find out what needs to be done from here. January 25, 2008 is the last date to post a final Planning
Board hearing. There will be no Christmas meeting. So, if this needs to be run, the hearing will be scheduled January 20, 2008. The first meeting of January, 2008 was rescheduled from January 8th to January 10th due to the primary voting at the Town Hall. Secretary will e-mail all members to make sure this will be okay. The December 11, 2007 meeting will be to set up a hearing date, if this flood plain piece is a go, the hearing will probably be the 10th of January, 2008.
Dan will be attending the Workshop in Concord on December 13, 2007 on FEMA Flood Hazard Maps of Merrimack County.
Sunday, November 24, 2007, Dan, his wife and the Conservation Committee went to see George Wells at the Cough Center. Mr. Wells signed the final easement papers on 103 acres, 3 parcels of land on a Class VI portion of Dodge Hill Road. The Selectmen signed the papers November 25, 2007. The Town took over the easements. Dan showed the lots on the large map.
The Board discussed the application for Jessica Blaney that was previously heard by the Planning Board on October 23, 2007. This application will remain under “Old Business” as “Pending”. As the conditions are met, Secretary will keep the Board informed.
Forms typed by Secretary were discussed. The following was decided:
Things that the Board would like Jae Whitelaw to think about is the particular wording used:
Example: “Legal Public Notice” states “will be submitted to” should it read
“considered by or reviewed by the Board……”.
Example: “Abutter Notices” reads “should a decision not be reached at the public hearing”
As the Board does not deliberate within the context of the hearing, should it say instead?
“should the decision not be reached at the time of considering/reviewing the application
for completeness, then the application stays on the Planning Board Agenda ….”.
The Board would like Jae to go over with a sharp eye and fine tooth comb and make sure they ring true, as this is a “Boiler Plate” that came out of a local government center and the Board would like our Town Attorney to be comfortable with these forms.
Ordinances:
Dan will contact Paul Raynor regarding his recommendations on driveway regulations and site lines. He would like to have these for the next meeting.
Joe Burns will be looking at the definitions and making suggestions and/or comments at the next meeting.
Secretary was asked to locate and bring to the next meeting the driveway and road information from Lou Caron.
Motion made to adjourn meeting at 8:30 p.m. by Carrie Thomas. Seconded by Joe Burns. MOTION unanimously approved.
