  TOWN OF SUTTON
BOARD OF SELECTMEN
April 18 , 2007 @ 4:30 p.m.
Pillsbury Memorial Hall, 93 Main Street, Sutton Mills

The meeting was called to order at 4:30 p.m. by William Curless, Chair.  Present at the meeting were:  William Curless, Chair; Robert Wright, Jr., Selectman; Jonathan Burnham and Elly Phillips, Recording Secretary.

The minutes from April 9, 2007 were approved as written.  The Board reviewed and approved the following manifests:
PAYROLL MANIFEST:  $  12,172.61
VENDOR MANIFEST:    $ 43,576.60

BUILDING PERMITS:
1.      The Board issued a building permit for Jonathan Burnham, Map 01-438-368, off Harwood Road, for a house subject to filing an Agreement and Notice of Limitations for access off a Class VI Road pursuant to RSA 674:41,I(c)(2) &3.  The Public Hearing for this project was previously conducted and written permission for the project was issued on July 2, 1999. Mr. Burnham requested that the Release would be filed for both his properties which shared access off of Harwood Road and one of which had an existing domicile which predated the Town’s policy on issuance of building permits on Class VI roads.  The Board agreed to this request.  The AA advised Mr. Burnham that he would be responsible for filing fees for the Merrimack County Registry of Deeds.

INTENT TO CUT:
1.      The Board issued an Intent to Cut for Santi and Mock, Poor Farm Road at Map 04-944-286, 22.8 acres.

NEW BUSINESS:
The Board issued the following tax deeds:
1.      Tax Deeds –     Kearsarge Valley Fish & Game, 05-581-382
Raymond & Marjorie Marshall, 06-459-256
2.      The Board issued a Yield Tax Assessment in the amount of $6,785.34
3.      The Board noted that complaints had been received by the Highway Department regarding snow removal on 4/12/07 from Sandy Legsdin, and an anonymous individual on Pound Road South.
4.      The Board issued thank you letters to Paul and Mili Little and Alec and Gloria McKinnon for snow removal on Grist Mill pedestrian bridge.
5.      The Board acknowledged  a notice of Grant Award to the Solid Waste Facility from NH the Beautiful for the installation of concrete dumpster pads.  The grant is for $1500.
6.      The Board issued a Veteran’s Exemption for Dennis Eunson, Penny Ante Alley Map 08-131-341.
7.      The Board noted Knollwood Environmental Septage Lagoon Monitoring Results for 3/07
8.      The Board reviewed the NH Department of Transportation’s Biennial Bridge Inspection Report for the Town of Sutton and noted that a copy of the report had been provided to the Road Agent.
9.      The Board issued a thank you to Sutton Volunteer Fire Company for their prompt, professional response to emergencies and for their community service.
10.     The AA received an update on road conditions, power outages and emergency response in reference to the April 16, 2007 storm damage.  Initial estimates on damage to Sutton roads are in the area of $200,000.  The AA complimented the Fire Department on their response to the event.  Selectman Curless requested that the AA coordinate an appointment with emergency response, highway and administrative personnel at the Selectmen’s regularly scheduled May 14, 2007 meeting.  Among the areas to be discussed are developing a list of individuals who would welcome a wellness check in the event of an emergency in addition to  a communications protocol.

OLD BUSINESS:
1.      The Board issued a letter to Matthew Falvey regarding his request for Current Use status.
2.      The Board discussed traffic control and parking issues during the Main Street/Chalk Pond Bridge Project.  Hoyle Tanner & Associates will contact Sutton PD to get and provide feedback regarding traffic control.  The AA reported that she is attempting to negotiate alternative parking in the area for staff to alleviate parking congestion on Main Street during the project.

REVIEW OF CORRESPONDENCE:
The Board noted the following items of correspondence:
1.      Draft letter to Planning Board re: RSA 676:4(c)(1)
2.      Letter and Brochure from A Safer Road to Tomorrow
3.      LGC invitation to participate in Walk NH Relay 2007
4.      Correspondence to TIC from Jennifer Call  re HB755
5.      LGC PLT Notice
SELECTMEN’S COMMENTS:
1.      Selectman Wright reported on an administrative meeting conducted by the Planning Board to review engineering charges to applicants.

ADMINISTRATIVE ASSISTANT’S REPORT:  The AA advised that the Selectmen’s Meeting for April 23 would begin at 4:00 to accommodate appointments that had to be rescheduled due to the cancellation of their meeting on April 16, 2007 because of the Storm Event.
There being no other business, the meeting was adjourned at 5:45 p.m.
