TOWN OF SUTTON
BOARD OF SELECTMEN
June 2, 2008 @ 4:30 p.m.
Pillsbury Memorial Hall, 93 Main Street, Sutton Mills
The meeting was called to order at 4:30 p.m. by Philip Buteau, Chair. Present at the meeting was: Philip Buteau, Chair; Robert Wright, Jr., Selectman; Walter Baker, Jr., Selectman; Darrel and Scott Palmer, Kearsarge Mountaineers Snowmobile Club, Inc.
The minutes from May 19, 2008 were approved as written. The Board reviewed and approved the following manifests:
PAYROLL MANIFEST: $ 12,109.67
VENDOR MANIFEST: $ 25,670.56
APPOINTMENTS:
The Board met with Darrel and Scott Palmer of the Kearsarge Mountaineers Snowmobile Club, Inc. The Palmers met with the Board on behalf of the club to request written permission to use Sutton Class VI and summer maintained roads as part of their trail system. The Board agreed to the request and will issue an authorization letter in accordance with the Town’s Ordinance for Closing Class VI Town Roads which restricts use of Class VI roads as follows: “All unmaintained portions of Class VI Highways within the Town of Sutton are closed to all motorized wheeled vehicles from March 1 to June 1.” (Except as permitted by the Road Agent)
BUILDING PERMITS:
The Board reviewed and approved the following building permit applications:
1. John & Amy Bruss, Map 10-108-146, Winslow Circle for a screened porch
2. Deb & Peter Rucci, Map 10-396-222, Summit Road for a dwelling
NEW BUSINESS:
1. The Board issued a cease and desist for 09-045-045, Kearsarge Valley Road under RSA 236 which prohibits property owners from keeping more than two unregistered vehicles on their property without either a valid junkyard license and a certificate of approval for the location.
2. The Selectmen were invited to meet the new candidate for Superintendent at the Kearsarge Regional High School. Selectmen Wright and Baker agreed to attend. Selectman Buteau was unable to attend due to a scheduling conflict. Selectman Wright will emphasize the need for a school resource officer under the auspices of the Sutton Police Department. The Selectmen will also make the candidate aware of the litter problem along North Road due to careless disposal practices of individuals enroute to the high school and provide suggestions for correction.
OLD BUSINESS:
1. The Board discussed the bench situation at the Town Hall. Three damaged benches were donated to the Musterfield Farm. The Board received verification from Darrel Palmer, Fire Chief that the seating capacity for the Town Hall was 200.
2. The Board reviewed an email from Linda Ford, Land Use Coordinator, regarding the bus situation at the First Student location on North Road. First Student is in the process of relocating excess buses.
3. The Board reviewed a letter from Lou Caron regarding road bonding required by the Newbury Planning Board for the Angel Hawk Subdivision. Approximately 580 feet of roadway in Sutton is affected. The Board will issue a follow up letter to the Newbury Planning Board.
4. The Board received a note from the AA advising them that Jeff Towne would be providing management consulting services commencing 6/3/08.
REVIEW OF CORRESPONDENCE:
The Board reviewed the following items of correspondence:
1. From Mitchell and Bates to AA re: Tim Bates retirement effective 6/27/08.
2. From Pete Thompson thanking the Selectmen for attending the Memorial Day service.
SELECTMEN’S COMMENTS:
1. Selectman Baker reported that he attended the last highway facility meeting where the committee toured the facility and received input from Road Agent Paul Parker. The Board reviewed draft minutes from the committee.
There being no further business, the meeting was adjourned at 5:30 p.m.
